<br />. <br /> <br />. <br /> <br />Program, provisions of the 1992 Grand Canyon Protection Act and the adaptive management <br />program for Glen Canyon Dam; 5) the effect of future water demand schedules; 6) the relationship <br />between surplus and shortage criteria; how surpluses are split between the Basins and among the <br />Lower Division states; 7) the determination of the appropriate NEPA documentation and the "No <br />Action" alternative; 8) the impacts of flooding of riparian lands below Hoover Dam, hydropower <br />generation, evaporation at Lake Mead, the probability of spills, and the water surface fluctuations <br />at Lakes Mead and Powell; 9) the impacts on the salinity of water delivered to Mexico and surpluses <br />to Mexico; and 10) consideration of senior water rights, water marketing, and the priority ofM&1 <br />uses, <br /> <br />On July 8th, representatives of the seven Basin states met and discussed the status of <br />development of California's 4.4 Plan, the comments submitted to Reclamation concerning the <br />proposed interim surplus guidelines and Reclamation's next steps, the perchlorate contamination of <br />the Colorado River, and the Off-Stream Banking Rules, A copy of the meeting notice and agenda <br />are included in the Board folder. Virgil Jones, Ray Hart, and I were in attendance from California, <br />We indicated that progress is being achieved in the negotiations regarding the administration of the <br />third priority water, and that when this lynchpin issue is resolved, another draft of the Board's 4.4 <br />Plan will be prepared, Reclamation representatives briefly discussed the comments that were <br />received on Reclamation's Notice of Intent to prepare surplus criteria, They indicated that no <br />decisions have been made yet; they are still reviewing the comments, Once the review is complete, <br />Reclamation will consult with the Basin states and begin the NEPA documentation, including <br />development of the preferred alternative and the "No Action" alternative, During the meeting, the <br />Nevada representatives questioned why California wrote a letter to the Environmental Protection <br />Agency (EPA) dealing with the perchlorate contamination originating at the Kerr-McGee property <br />in Henderson, Nevada, Reclamation representatives indicated that the regulations on Off stream <br />Storage of Colorado River Water should be out soon. The next meeting of the Basin states has been <br />scheduled for September 16th, in Keystone, Colorado, <br /> <br />Also included in the Board folder, as an informational item, is a notice from the State Water <br />Resources Control Board announcing that it has extended the comment period to September 1, 1999, <br />regarding the IID/SDCW A long-term water transfer agreement and application for change in use and <br />change in diversion location. <br /> <br />Lower Colorado Water Suoolv Proiect <br /> <br />Last month, I reviewed with the Board Reclamation's letter responding to the Board's letter, <br />in which Reclamation discussed the progress it has made, to date, in identifying the accounting <br />surface in the area above and below Laguna Dam.
