Question - Can the size of the reservoirs be changed to include <br />water for other purposes? <br /> <br />Answer <br /> <br />- Yes. <br /> <br />All water available during spring runoff in normal years <br />would not be stored, Water supply studies indicate <br />Sandstone Reservoir would spill about 15 years out of 17 <br />and Pot Hook Reservoir would spill about 13 out ,of 17. <br /> <br />Such a change in project plans would call for larger <br />dams and reservoirs with associated changes in land <br />acquisition and environmental impact. <br /> <br />5. Question - Can the water use be changed after construction of the <br />project? <br /> <br />Answer <br /> <br />- It is possible. The landowners would have to agree to <br />the purchase of their project-developed water, Any <br />conversion of water use would require modification of <br />the existing contract in a manner satisfactory to the <br />Secretary of Interior. It would also require approval <br />by the States and the water conservancy districts, and the <br />State's laws and priorities for water use would have to be <br />considered. In addition, the effect on the environment <br />would have to be analyzed in compliance with the National <br />Environmental Policy Act, <br /> <br />6. Question - Is ground-~ater development a feasible alternative? <br /> <br />Answer <br /> <br />. <br /> <br />- No. <br /> <br />The estimated annual operating obligation of the <br />irrigators, based on the annual cost of providing <br />energy to pump wells and costs of operation, <br />maintenance and replacements, is $29 an acre, which <br />is considerably more than their estimated payment <br />ability. <br /> <br />2 <br />
