1821

.

Flows on the Fryingpan River below Ruedi Dam during May and June should
be in the 200 to 500 cubic feet per second ra~ge. After June 30, the
Operating Plan is to maintain the reservoir as inear as possible to ele-
vation 7764 feet (2 feet below the spillway cre$t) until it is necessary
to draw the reservoir down for downstream demands or for storage space
for next spring runoff. The Colorado Division of Wildlife has requested
that the minimum outflow be maintained at or above 100 cubic feet per
second from September 1 through November 15 to enhance the downstream
brown trout spawning. These flows can be maintained under normal con-
ditions. '

If water is sold to entities downstream, the 0~tf10w from the reservoir
wi 11 be adjusted to the s ituat i on at the time' of deli ver y and wi 11 be
included in the overall operation.

Table 13 and exhibit 21 show the anticipated operation of Ruedi
Keservoir during water year 1988.

C. West Slope Collection System

In water year 1988, the West Slope Coll'ection System will be in
operation to divert approximately 3,000 acre-feet of water from the
Hunter System. No diversions from the Fryingpan River Basin are antici-
pated during this water year. The present plan is to curtail project
imports to allow for the drawdown at Twin Lakes in preparation of the
removal of the two dikes and construction of a,bypass channel around the
old outlet works. The work is tentatively sc~edu1ed for October, 1989.
The exchange of up to 3,000 acre-feet of waller into the Roaring Fork
River with the Company's system will be made again this year. Under the
terms of the exchange the water is to be futnished to the Company at
Twin Lakes. This exchange will be done through and by means of Project
diversions and storage in exchange for the Company making equivalent
releases from the headwaters of the Roaring Fork River. The Company's
releases would otherwise be diverted through their collection and diver-
sion system. The exchange will be operated according to water year 1988
criteria during the period October 1, 1987, through September 30, 1988
(appendix B). i

D. Turquoise Lake

Inflow to Turquoise Lake for water year 1988 will be from four
sources: Busk-Ivanhoe imports, Fryingpan-Arkansas Project imports,
Homestake Project imports, and native flow of Lake Fork. Estimates of
inflow from Busk-Ivanhoe and native Lake Fork ,were made using historical
records and probabil ity analysis. Project water imports are estimated
to be 3,000 acre-feet. Homestake will import ~pproximatelY 24,000 acre-
feet of flow-through water for Otero pumping Pilant. The City of Colorado
Springs and City of Aurora wi 11 probably refi 11 their allocated space
after the peak runoff.

.

.

22
