Genera 1 <br /> <br />Detai led monthly operation studies have been made for the four <br />reservoirs in the Project system (assumes Twin Lakes/Mt. Elbert Forebay <br />as one reservoir) which simulate the proposed operation for water year <br />1988. <br /> <br />In preparing the operation studies, flexibility has been allowed for <br />changes in the inflow or outflow as conditions warrant. Forecasts of <br />the April through July Ruedi Reservoir inflow as well as projected <br />Project imports for Turquoise Lake will be started on February 1 and <br />continue on the first of each succeeding month through May 1. <br /> <br />The contract with the District requires notification be given to the <br />District by May 15 of the quantity of water available for their use <br />through April 30, 1989. <br /> <br />B. Ruedi Reservoir <br /> <br />. <br /> <br />Ruedi Reservoir will be operated in water year 1988 to control the <br />Apri 1 through September runoff which is projected to be 121,100 acre- <br />feet based on the April 1, 1988 forecast. The reservoir will provide <br />maximum storage for use by recreational interests, for fish and wildlife <br />enhancement and for making on-demand releases of contracted water. This <br />is an interim plan until a long-term market is developed for all the <br />available stored water. Short-term sales may be made on a year-to-year <br />basis as the need develops for water. <br /> <br />The planned releases from Ruedi Reservoir are for about 130 cubic feet <br />per second until late January, then increase to 200 cubic feet per <br />second until the end of April which would draw the reservoir down to an <br />elevation of 7710 feet. However, based upon the type of runoff season <br />indicated by monthly snowpack data, the outflow from the reservoir and <br />the target elevation may be adjusted. Monthly estimates of probable <br />inflow would be made following the February I through May 1 runoff <br />forecasts. <br /> <br />The minimum release requirements, as described in the operating prin- <br />ciples, are 39 cubic feet per second from November 1 through April 30 <br />and 110 cubic feet per second from May 1 through October 31 or nat ive <br />inflow, whichever is less. These flows include water from Rocky Fork. <br /> <br />. <br /> <br />Recreation interests requested that the reservoir water level not be <br />drawn down below elevation 7706 feet (53,100 acre-feet), which is 2 feet <br />above the bottom of the Forest Service boat ramp. <br /> <br />The Operating Plan indicates that the reservoir will be filled by about <br />June 30, thus providing recreational benefits during the summer months. <br /> <br />21 <br />
