However, they agreed that such data could be used in a historical way and <br />together they are currently working to resolve the inconsistencies, Resolution is expected to take <br />eighteen months or more because more climate stations may have to be installed. <br /> <br />The 1995 LCRAS "Demonstration OfTecbnology" Report was discussed at the first meeting <br />in June; the 1996 Report was discussed during this meeting, The 1997, 1998 and 1999 Reports, <br />when completed, will be subject to future LCRAS technical consultation meetings. Each succeeding <br />report is intended to incorporate improvements over previous reports. Reclamation reiterated that ' <br />it is committed to use LCRAS for the official Arizona v, California Decree accounting record as <br />required under Article V of the 1964 U.S. Supreme Court Decree in the year 2000. Reclamation <br />expects to publish its Year-2000 LCRAS Report during the Fall of 200 1. As it currently stands, <br />1999 will be the last year that the current accounting system with unmeasured return-flows will be <br />officially used, Reclamation is currently suggesting that the distribution of phreatophyte water use <br />as determined under LCRAS is a policy issue to be addressed by the states and not a technical issue <br />to be decided by technical people. ' <br /> <br />Also, included in the Board folder is a copy of the "Quarterly Status Tabulation of Pending <br />Water Service, Repayment, and Miscellaneous Contract Actions" which are scheduled to be <br />published in 1hc Federal Register, The Board staff will closely follow Item 64 on the list (Contracts <br />to store water from the Colorado River and other sources for federal purposes) along with <br />modification to contracts with the Brooke Water Company, Havasu Water Company, City of <br />Quartzsite, and Arizona State Land Department. <br /> <br />Rf-OllllltiOns for Atlminilllnltina Entitlements <br />in the Lower Colorado River Basin <br /> <br />Last month during the Board's Executive Session, the Board approved submittal of the <br />Board's comments with respect to the September 21, 1998, Federal Register Notice reopening the <br />comment period to certain issues regarding the proposed Rule for "Off stream Storage of Colorado <br />River Water and Redemption of Storage Credits in the Lower Division States." Those comments <br />were transmitted to Reclamation on October 2 I, 1998, Rcclamation received nine comment letters <br />in response to the notice. For those interested, I have available a limited number of copies of the <br />nine comment letters, <br /> <br />Basin StateslTribes Discussion <br /> <br />Included in the Board folder, as an infonnational item, is a "Notice of Petition" for a long- <br />term change of Imperial Irrigation District's (lID) point of diversion, place of use, and purpose of <br />use involving up to 200,000 acre-feet of water being transferred to the San Diego County Water <br />Authority (SDCW A) under lID's penmt No. 7643, If this change is approved by the State Water <br />Resources Control Board: <br /> <br />I, Lake Havasu would be added as an authorized point of diversion, <br /> <br />2, SDCWA's service area would be added to the authorized place of use, and <br /> <br />3 <br />
