,
"

~~
~~

SUMMARY

'.~
,
1-

The changes to the normal operations at Glen Canyon Dam have come
with enormous impacts to hydropower operations. CREDA has followed
these changes closely and has hoped, like others, that the ROD will
provide a clear picture of how future operations will be conducted.
Unfortunately, if the Preferred Alternative is adopted, we are less
certain about the future of the Glen Canyon Dam hydropower resource
than ever before. We see continuous tinkering with downstream
environments in an attempt to me,et SOMe ethereal balance agreeable
to everyone. For those attempting to plan power availability into
the future, this is a worst-case scenario.

CREDA represents approximately 3 million people in six states.
These people are not just power users: they are users of the Grand
Canyon and the Colorado River more so than any other segment of the
United States population because it is in their backyard. These
people care about resources but they want the government to treat
them fairly. By,this CREDA means: let the scientific information
. be collected and analyzed correctly and then let the science direct
our response. The present DEIS analysis gives us serious doubts
whether this will ever happen at Glen Canyon Dam.

CREDA is concerned for the protection of all species of plants and
wildlife while recognizing the first-in-time rights of native
species. We also are concerned about reasonableness: that
consideration be given to operational schemes which legitimately
recognize all users of resources in the area, including hydropower
users. CREDA is concerned about efficiency: that costs associated
with enhancing downstream environments will be commensurate with
costs actually needed to enhance those environments. Also, we are
concerned about trust: that scientific and economic information is
trustworthy and professionally interpreted to benefit all.

,"
..<

.'
:~i-.

~
'~i
','
"":~

"

"'~.:

"

."".:

.;.~
,..
;:~

'...."

":i
'..
;if.
.~
>
....:.
"!--:,

17
