<br />, <br />" <br /> <br />~~ <br />~~ <br /> <br />SUMMARY <br /> <br />'.~ <br />, <br />1- <br /> <br />The changes to the normal operations at Glen Canyon Dam have come <br />with enormous impacts to hydropower operations. CREDA has followed <br />these changes closely and has hoped, like others, that the ROD will <br />provide a clear picture of how future operations will be conducted. <br />Unfortunately, if the Preferred Alternative is adopted, we are less <br />certain about the future of the Glen Canyon Dam hydropower resource <br />than ever before. We see continuous tinkering with downstream <br />environments in an attempt to me,et SOMe ethereal balance agreeable <br />to everyone. For those attempting to plan power availability into <br />the future, this is a worst-case scenario. <br /> <br />CREDA represents approximately 3 million people in six states. <br />These people are not just power users: they are users of the Grand <br />Canyon and the Colorado River more so than any other segment of the <br />United States population because it is in their backyard. These <br />people care about resources but they want the government to treat <br />them fairly. By,this CREDA means: let the scientific information <br />. be collected and analyzed correctly and then let the science direct <br />our response. The present DEIS analysis gives us serious doubts <br />whether this will ever happen at Glen Canyon Dam. <br /> <br />CREDA is concerned for the protection of all species of plants and <br />wildlife while recognizing the first-in-time rights of native <br />species. We also are concerned about reasonableness: that <br />consideration be given to operational schemes which legitimately <br />recognize all users of resources in the area, including hydropower <br />users. CREDA is concerned about efficiency: that costs associated <br />with enhancing downstream environments will be commensurate with <br />costs actually needed to enhance those environments.
