The State of Colorado cannot support any alternative that has such drastic <br />increases in economic and financial costs. <br /> <br />The implementation of the research flow program will affect the ability of the Secretary of <br />the Energy to meet requirements of the Grand Canyon Protection Act. In Section 1804 of <br />the Act, the Secretary of the Interior is directed to adopt criteria and operating plans, and <br />reallocate the construction, operation, maintenance and other costs of Glen Canyon Dam. <br /> <br />In Section 1809 of the Act, the Secretary of Energy is directed to identify economica1ly and <br />technica1ly feasible mcthods of replacing any power generation lost through changes in the <br />operation of Glen Canyon Dam.. The findings must be presented in a report, and draft <br />legislation must be prepared no later than 2 years after the adoption of new operating <br />criteria. The DEIS does not describe how these directives can be carried out while a 5-10 <br />year research program is going on. This issue must be addressed in thc Final EIS. <br /> <br />CONCLUSIONS <br /> <br />Colorado recognizes that the historic operation of Glen Canyon Dam has resulted in <br />impacts to many resources of the Glen and Grand Canyons. There have been positive and <br />negative impacts. We believe that the Preferred Alternative, with the inclusion of the <br />adaptive m"rillgement concept and flood frequency reduction measures, including raising of <br />the spillway gates, would provide adequate protection for the many resources of the <br />Canyons. We also believe that the selected alternative must comply with the Law of the <br />Rivet with respect to the storage and release of water for beneficial consumptive use. <br /> <br />Proposed operational changes must also take into consideration the tremendous economic <br />and financial costs to power operations arid marketing which will affect CRSP power <br />customers. As a result, Colorado recommends the Secretary of the Interior adopt the <br />Reclamation's Modified Low Fluctuating Flow Alternative, as the Preferred Alternative <br />limits beach/habitat building flows to the power plant capacity of 33,200 cfs. Additionally, <br />the Modified Low Fluctuating Flow Alternative avoids the economic and financial cost of <br />endangered fish flows that would result in operations similar to the Seasonally Adjusted <br />Steady Flow Alternative. <br /> <br />Thank you again for the opportunity to provide these comments. <br /> <br />;z;~~ <br />J~~eC:;CJ <br /> <br />Executive Director <br /> <br />FlJ/vt/'u <br /> <br />su359.llr <br /> <br />8 <br />
