Selection of Representative Stream Reaches
. Page 2

.....
~
.....
m

.

.

characterized by higher elevation and' small tributary streams
(i.e., coldwater crout fisheries) need not be examined since
their flows are not apt to be significancly affected by future
.increases in water consumpcion.

B. In looking aC the major rivers (Price, San Juan, White, Creen, etc.)
it became increasingly apparenc thaC each is different enough from
the others that they probably cannot be classified into groups
of rivers and river reaches with reasonably similar characteristics.
Therefore, you will note thac each of the "groups" identified in
the attachment in fact consists of a single reach of river.. Of
course, each such reach should be reasonably homogeneous through-
out its length.

C. The number of "representative stream reaches" for the entire Upper
Basin needs to be held to 8 to 10 due to the budget constraincs
within which the Inscream Flow Croup must operate.

D. The tentaCively idencified "representat1ve stream reach" .for each
group has been selected at a U.S.C.S. gauging station in each
inst~nce in an effort to minimize' data collection problems and to
maximize the correspondence between such reaches and nodes (data
points) in the Bureau's CRSS model.

6. What I now need from each stace are comments on the following questions.

A. Does each "group", actually a single reach of river, make sense
in terms of its having reasonably homogeneous hydrologic, fishery
and recreaCional characteristics throughout its length? If not.
why? What other grouping (i.e., reach of river) would you suggest?

B. Is the "representative stream reach" for each "group" adequate?
If noc, what are the alternatives and do you have the stream
gauging profile, and cross-section data for such alternaCives?

7. In order to keep things moving, I need your response to these questions
as soon as possible, and in no events later than Thursday, Jan. 19th.
May I suggest an initial telephone response followed up in writing to
save time.

8. After the groups and "representative stream reaches" are selecced,
che following sceps will be taken.

A. The Inscream Flow Group will seek, in the first instance, to
obtain flow and cross section data for each "representative stream
reach" from U.S.G.S. records. If not available, the pertinent
staCe agencies will be consulted. In chis event, I have asked
the Instream Flow Group to make cheir initial conCact with each
state's Steering Commictee member so that that person can keep
track of his state's involvement.

B. The Instream Flow Group will forward the results of their efforts
to me, and I in turn to the states, so that the states can review
them.
