Steering
13(a) Assessments

Bill McDonald !fl( b

Committee, Upper Colorado River Region

From:

Subject: Selection of "Representative Stream Reaches" for Use in che
Instream Flow Group's (IFG) Methodology

1. As you will recall, the first step in the use of the IFG's method-
ology is to classify rivers or stretches of rivers in Co groups which
have reasonably similar characteriscics. For each such group, a short
(one mile or so) "representative stream reach" must be selected for use
in the IFG's model. That reach is, of course, taken to be representative
of conditions on all rivers or stretches of river in the group from which
it is taken.

.

2. In order to select IIrepresentative strea.m reaches", one of two things'
can be done. The first choice is Co randomly sample reaches from each
group and then describe, based upon scatistical analyses, a hypothetical
representative reach for each group. The alternative is co select, based
upon professional judgment, a reach of stream in each group which will
presumably be representative of all rivers or reaches of rivers in a
group.

3. Due to the budget constraints which the IFG has in its MOA with wac,
the time and data constraints which the 13(a) assessments necessarily
confront, and the knowledge and expertise which each staCe has with respect
to its fisheries and recreacional resources, it has been decided that
professional judgement rather than random sampling will be used in order
to selec.t lIrepresentative reaches."

4.. In order to give the SCaCes some concrece informatio.n co react to,
a tentative classification of rivers or river reaches into groups and
a tentative identificacion of a "representative scream reach" for each
group have been made (see attachment). These were developed by myself
and the Instream Flow Group.

S~ Several observations abouc the~etentative choices are in order so that
you may know the racionale behind cham.

.

A. In light of the likely locacion of emerging energy technologies,
it was thought that groups of rivers or river reaches which are
