Subject: Revision of "Representative Stream Reaches" (RAAs) for Use
in the IFG Methodology

1. Please reference my memo to you of February 1st, same subject, and the
attached memo from Ralph Schmidt.

2. The revisions have been necessitated for two reasons:

A. When the R.AA I S were ori.:;inally selected, we failed to take account
of the fact that higher elevation streams might be impacted by
reservoir regulation even though the actual points of diversion
for emerging energy facilities might be far downstream on the
mainstem rivees. That is why three RAAs have been added in
Colorado.

B. The Fremont River in Utah was dropped because the disaggregation
of DOE projections indicates that no emerging energy facilities
will be located in that basin. Therefore, it will not be necessary
to examine instream flow impacts on that river.

3. The San Juan River and Green River (Wyoming) RAA's have been postponed
in the sense that the necessary data for the IFG model will not be
collected for those segments at this time. Rather, we will wait to
see if the initial hydrologic analyses indicate significant enough
changes in stream flows to suggest possible impacts on instream flow
vaiues. If this is the case, then the necessary data will be collected
at a later date.
