As the Colorado State Water plan is being developed now, <br />it will not be effective in state water planning and develop- <br />ment and will have little impact on the present course of <br />local planning and development. <br /> <br />1. - The-Golorado-State--,Wa-tet-Pl&;1--i.s only- a, c-ompilation--- <br />of data and projections. <br /> <br />2. It is too limited for comprehensive planning. <br /> <br />3. The State Water Plan will not make recommendations <br />in specific areas, except perhaps in conservation. <br /> <br />4. Without specific recommendations, it is extremely <br />unlikely that the State Legislature will undertake <br />any comprehensive action. <br /> <br />5. Without legislation, any comprehensive state water <br />plan will not affect the present course of develop- <br />ment. <br /> <br />a. It is possible that future land use legislation <br />will affect water, development in Colorado. <br /> <br />B. The Colorado State Water Plan will not satisfy those in- <br />terested in long-range state-wide planning and direction in <br />water. <br /> <br />1. The Plan will reflect the views of a limited number <br />of those experienced in water. <br /> <br />2. Because public hearings will be held so late in the <br />State Water Plan schedule, the public will have <br />limited input and be unable to influence the direction <br />and scope of the study. <br /> <br />- 9 - <br />
