The economic advancement of Colorado is limited by the liater <br />supply available for use within the State. Sinoe six major rivers ariS8 <br />in the State, an important part of the reeponllibil1ties of the Director of <br />the Colorado Water Conservation Board is that of protecting Colorado's share <br />of interstate watere. This, in turn, 6lIllbrllOeS water compac't negotiations <br />and the administration of such oompacts. At t116 present time, without addi- <br />tional compensation, the Diractor serves as the Colorado member of the Upper <br />Colorado River Conrmission IlJId tiS one of the three Colorado IllCIlIbere of the <br />Arkansas iiiver Compaot J\riministration. l.Iemborship on the Upper Colorado <br />River ::ommis!l1on requires a largo 8Illount of hie time. Broad experience in <br />Colorado liivElr ootivities and problems and intimate knowledge of whllt con- <br />stitutes the intrioate law of the Colorado River are required. The Upper <br />Colorado River Commission is an active body chllI'ged, not only with the <br />administration of the Upper Colorado liiver &sin CO;npllct of 1946, but also <br />with an extensive plan of developnlent for the Upper Colorado River Basin. <br /> <br />In connection wit.h the Missouri and Arkansas i(iver llasins development., <br />the Director participates in the activities oJ: the interal!:enoy cOllllll1tt.ees est <br />up for these basins. (The North and South Platte llivors in Colorado are <br />I:.ributarios of the l.!issouri Baain). Aside from the Upper Colorado River <br />Commission, the Direotor partioipates 1n the Bctivities of the Colorado <br />River Basin States Committee whioh inoludes stat6S which are not members or <br />the COIIDDusion. <br /> <br />The !'ederal water development activities in Colorado are carried on <br />principally by the Bureau of Roolam~tion and 'I:.he Corps of Army Enginsers. <br />The State's participation, Q!DOng other thillf,s, requiros the stucl;y, rmal,ysie, <br />and in somo cases addi tional survoys by tho 1'Jater Board start aa II buill for <br />the preparation of official state oOllll1ll3nts. The Director is responsible <br />for this work.
