The decisions and determinations of the Director are based <br />on specialized knOlll'ledge of vnr10uB facets of the genQral field of water <br />development, including legal phases Illld prooedures in interstat.e relaUollD, <br />federal and state laws, federal and state legislative procedures and rules, <br />praotices and procedures of various federal agencies. <br /> <br />The act creating the Colorado Water Conservation Doard and providing <br />for t.he appointment of its Director (Chapter 265, Session Laws of Colorado, <br />1937) states that such Director shllll be "well versed in \'iater matters llI1d <br />qualified qy experience,' knOWledge and personality ~ ~ ~ * a <br /> <br />The general functions of the ColOrado Uator Conservation Board are <br />direoted to the oonservation, benefioial utilization, developllent and pro- <br />tection of the water resources of Colorado in the interests of the pl"esent <br />and future ulCare of its oitizens. This involves handling of interstate <br />wster relations lIIld pl"oblems, the adjustment, in collaboration with local <br />affeoted interests, of internal mIter devslopment controversies, prOblems <br />and programs and the promotion of water projecta involving lnvestlgatione, <br />surveys and studies. This work requlres the Director of tho Board to <br />represent Colorado in matters before the Congress of the UnHed States, <br />before mnn,y agencies of the Federal Uovemmont, before many 1ntflrstate com- <br />missions and bOllrda, and at conforenoes With high officials of the St.ates <br />of the llissouri, Arkansas, Rio Grande, Rp.publican and Colorado River Basins. <br /> <br />;mile the Direotor is fully responsible as the administrative he8d of <br />the staff of the Colorado Water Conservation Donrd, llnd he performs all the <br />usual funotions in that respeot, a larzo part of his time must be devoted <br />
