oot33'B

CHAPTER III

PROJECT IEVEIDPMENT
(Great lJorthern unit)

.

Water supply

The Great Northern unit would supply 96.2 percent of the ideal
rec;,uirements of the unit lands as estimated in Chapter II. The increase
in uStab1e "later supply resulting from the unit would average 29,130 acre-
feet annually at the head of the E1khead Canal, including 25,990 acre-f"et
for the full service lands and 3,140 acre-feet for the supplemental senr1ce
lands. Stream depletions resulting from the use of this water would aver-
age about 13,520 acre-feet annually.

Repay::lent

.

The estimated pa;yment capacity of the water users on the Great
Nort~ern Ul1it would amount to $26,510 annually. Approximately $25,100 of
t:lis amount would be required for operation, I:Jaintenan"e, anel replacement
costs and ~l,410 would be available for a~ortization of construction costs.
Thus over a 50-year period the water users wouJ_d be eble to pe,y $70,500
toward. construction costs or about 2 percent of -llie total construction
cost of :.;4,467,000. If the unit \/ere aut:lorized, the remaining portion
of tile construction cost ($4,396,500) would be rC'quired from the Upper
Colorado River Basin Fund. The water users \/ould require a development
period of 5 years af+.er the first delivery of water and before the assess-
ment of construction charges.

Benefit-cost analysis

The benefit-cost ratio of the Great Nort'1.ern 1J:lit would be about 1 to
1 with both irrigation benefits and average ffi,nua1 equivalent costs approx-
ime.tivg ~,184,000. T.1e total ';Jenefit va1u2 wcuJd include ~93,600 in direct
benefits, 'r46,200 in indirect benef'its, end $4J~,2CO in public benefits.
The averaGe annual equivalent costs are developed below.

Item
ConstructiGn-Co3t
Interest during construction
Present worth of tennina1
salvage value
Net capital inves-bnent
Ope!'ation, maintenance, and
replacement costs
Assl81ed cost of Colorado
River Storage project
Total

Total
$4,46rOOO
110,000

AveraI!!'
a.Il!'ual value

o
4,577,000

$125,000

25,100

33,800
183,900

Plan selection and alternatives

.

The plan outlined for the Great Northern unit in the preceding para-
graphs provides -for utilization of nearly all of the availabli:j su;rplus

39
