It cannot be justif':..ed f'or :further study, however, until large- <br />scale oil shale development in the Rifle-De Beque area becomes imminent. <br /> <br />Of the irrigation developments, the Two Bar unit has the hichest <br />indicated benefit-cost ratio (1.6:1), the highest percentage of construc- <br />tion costs payable by the water users (22 percent), and the lowest con- <br />struction cost per acre of' f'ull service land or equivalent ($340). There- <br />f'ore it appears to be the logical irrigation development in the area to be <br />considered for detailed study. Further consideration of the unit, however, <br />should depend on decisions yet to be made with respect to the potential <br />Lily Park and Cross Mountain po-wer develol'ments on the Yampa River and with <br />respect to upstream development of' the potential Savery-Pot Hook irriga- <br />tion project. Much of the land of the Two Bar unit would be inundated if' <br />the Lily Park Reservoir site were developed f'or power purposes. Also the <br />unit as reported is dependent on construction of the potential Cross MOun- <br />tain power development and the upstream Savery-Pot Hook irrigation project. <br /> <br />. <br /> <br />Next to the Two Bar unit, the JWliper appears to be the most <br />likely irrigation unit of the Yampa-White project to be chosen for :further <br />study. This cr.oice is indicated by the unit's estimated benefit-cost ratio <br />(1.4:1) ~nd the ~ercentage of' its construction cost repayable by the irri- <br />gation WEter use~s (21 percent). Appraisal of' the Juniper Wlit solely f'or <br />irrigation use, however, as outlined in the accomp~ying report was made <br />largely as a base for fUrther studies of hydroelectric power possibilities <br />at the Jlmiper Reservoir site. Theref'ore, despite its apparent economic <br />justif'iatility, the unit should not be further studied as en irrigation <br />project until the Juniper power development bas been investigated. Desir- <br />able correlatiuns also should be made with the potel'.tial Cross /I-::mntain <br />development. The Cross Mountain site could be developed to replace or to <br />supplement the Juniper Reservoir both f'or irrigation and generation of <br />hydroelectric power. With use of the Cross Mountain site some of the lands <br />now included in the Juniper unit would be inundated. <br /> <br />The Ha;yilen Mesa, Wessels, Great Northern, and Yellow Jacket units <br />ac planned in this report have relatively low benefit-cost ratios (approx- <br />ilJe.tely pni ty), and they can pay little or nothing towards construction <br />costs. For these reasons :further investigation of these units is not con- <br />Sidered justified at this time. <br /> <br />. <br /> <br />The water use plans presented were formulated largely with a <br />vipw to,rard outlinine the maximum physical irri~tion potential that could <br />be economically justified rather than the scale of optimum economic devel- <br />opment. This is consistent with studies made in other parts of the Upper <br />Colorado River Basin to establish an inventory of potential projects fer <br />more deteiled investigation or for elimination from further consideration <br />at this tine. As detailed investigations are undertaken, it will no doubt <br />be fOWld desirable to modify the scale of some of the unit p~ans to pro- <br />vide the greatest degree of economic justification in the light of new <br />-information and under economic conditions then prevailinG_ <br /> <br />2 <br />
