<br />The accompanying report presents a reconnaissance ap~raisal of I
<br />the Yampa-White project which consists of seven potential water resource
<br />,',
<br />developments in the area drained by the Yampa and ,/hite Rivers, tribu-
<br />taries of the Green Ri&er in the Upper Colorado River Basin. To provide
<br />a complete picture of potentialities for use of the local water supply,
<br />the report also briefly outlines possible developments in the Yampa-\ll1ite
<br />project area not considered 6S units of the project as well as possible
<br />diversions from the area that 'dOuld compete for some of the project water
<br />supply. Hydropower potentialities on the Yampa and Elk Rivers are briefly
<br />outlined but detailed study of these developments was beyond the scope of
<br />investigations for the report.

<br />The report is based on findings of investigations conducted
<br />during the period 1953-56. It is intended primarily to serve as a guide
<br />in programing further detailed project investigations. The report com-
<br />pletes a reconnaissance inventory of potential water resource develop-
<br />ments in the entire area served from the Grand Junction Development Office
<br />of the Bureau of Reclamation. Similar reports on the Gunnison TIi-rer and
<br />Cliffs-Divide projects have previously been prepared for areas drained by
<br />the Gunnison and Colorado Rivers, respectively, above Grand Junction.

<br />The units of the Yampa-White project are the Wessels, Hayden
<br />Hess, Great Northern, Juniper, and Two Bar of the Craig division and the
<br />Yellow Jacket and Flsttops of the Meeker division. All are primarily
<br />irrigation developments with the exception of the Flattops unit which is
<br />planned for power production and for municipal and industrial use in the
<br />area around Rifle and De Beque, Colo. ill of the irrigation units would
<br />be participating projects with the Colorado River Storage project and
<br />would require repayment assistance through the Upper Colorado River Basin
<br />Fund, as provided by the initial project authorizing act of August 11,
<br />j 1956, Salient data concerning the units are presented in the summary
<br />. t table that follows this letter.

<br />The Flattops unit has a benefit-cost ratio considerably above
<br />unity (1.5:1) and would be 100 percent repayable by the water and power
