States began to <br /> <br />feel the pressures of rapid population growth and the need for <br /> <br />developing the water resources of the Upper Basin. Before large- <br /> <br />scale development could go forward, however, ~~e negotiation of <br />a compact relative to use of the Upper Basin's apportionment of <br /> <br />water was essential. , <br /> <br />In the Upper Basin, for various reasons, ,the problem of ne..., <br />gotiating an interstate Compact was less controversial th~n in the <br />Lower Basin. On October 11, 1948, following preliminary meetings <br />at other points in the Basin, a Compact ~mong the five States hav- <br /> <br />- <br />ing territory in the Upper Basin was executed in Santa Fe, New <br /> <br />Mexico. In addition to 20 other articles relating to other matters, <br />the Compact apportions the consumptive use of 50,000 acre-feet of <br />water annually to the State of Arizona and divides the remainder <br /> <br />'of the Upper Basin entitlement, in terms of percentage, as follows: <br />I <br />I' ; <br /> <br />FOlorado ------------------------------...,...,-~---~----- 51.75 <br /> <br />New Mexico ----------------------------------------- 11.25 <br />! <br /> <br />Per~ent <br /> <br />, <br />, <br />;Utah ----------------------------------------------- 23.00 <br /> <br />,Wyoming ----------------------------------~------~-- 14.00 <br />! <br /> <br />The apportionments made to each State include all the water <br /> <br />, <br />necessary to supply all existing rights. These percentages, then, <br /> <br /> <br />;constitute the total amount of ,'Iater available for Upper Basin use <br /> <br />;after deducting the 50,000 acre-feet for Arizona. <br /> <br />The Compact amounts are in terms of percentages of Colorado <br />River water available to the Upper Basin. The still unanswered <br />.question is total amount of the Upper :Sasin entitlement.
