This substitution had the effect <br /> <br />of reducing the annual average salinity of the' water delivered to <br /> <br />Mexico. <br /> <br />Hinute No. 241, which superseded Minute No, 218, 'required no <br /> <br />new construction by the United States. <br /> <br />. .'rhe government of both the United States and 11exico recognized <br /> <br />that Minute No. 241 was not a permanent solution to the problem, and <br /> <br />the agreement carried with it an understanding that President <br /> <br />Nixon ,'lould designate a. special representative ,to find a permanent, <br /> <br />definitive and just solution. <br /> <br />The President appointed Mr. Herbert Brow~ell to undertake this <br /> <br />task.
