than 290 feet below the river hed. Because of this problem and to ovoid
inundation of the town of Ridgway, this site was rejected.

A plan was subsequently developed in which the site for Ridgway
Reservoir was moved about 5 miles downstteam and in which an industrial
water supply of 24,000 acre-feet for I,Ise in producing energy from coal
would have been provided and municipal supplies would have been increased
over the previous plan. The total project water ,supply under this plan
would have averaged 65,800 acre-feet annually, including 29,500 acre-feet
for industrial use, 27,500 acre-feet for municipal use, and 8,800 acre-feet
for irrigation.

The industrial water supply would have included 5,50.0 acre-feet for
light industrial use and 24,000 acre-feet for a proposed coal-fired
powerplant or coal gasification plant. The irrigation supply would have
provided 6,430 acre-feet for 3,880 acres of full service lands on Log Hill
Mesa and 2,370 acre-feet ,for supplemental service Df 3,470 acres in the
Colona, Dallas Creek, and Log Hill Mesa, areas.

Ridgway Reservoir w~uld have had a capacity of 125,000 acre-feet of
which 15,000 acre-feet would have been ptovided for recreation. Additional
water would have beEn delivered to the reservoir from Cow Creek by a I-mile
feeder canal. The hydraulic pump system and the McKenzie Canal wcre
eliminated because of the reduced irrigation on Log Hill Mesa. The water-
fowl production area was not adaptable to the new site.

Dallas Divide Dam and the Dallas Feeder Canal would have been essentially
the same as in the original plan, but water would have been delivered to
Log lIill Mesa by the Log Hill Mesa Conduit instead of the open canal.
Additional municipal and 'irrigation water would have been delivered to Log
Hill Mesa from the Uncompahgre River above Ridgway Reservoir by the Ridgway
Pumping System. Municipal water would have been provided to Loghill Village,
a residenti,al development on Log lIill Mesa. Minimum streamflows "ould 'have
been provided on project affected streams and access easements would have
been acquired along these streams for fisherman. About 6,000 acres of
land near Ridgway Reservoir would have been acquired and developed for
wildlife habitat as mitigation for native lands to be inundated or converted
to irrigated cropland.

Av,ricultural Emphasis Plan

The Governor of Colorado recommended that the energy plan not be
adopted. This coupled with objections by environmental groups and area
residents and a request by the Uncompahgre Valley Water Users Association
for additional water supplies for the Uncompahgre Project Area, resulted
in on exttnsive reformulation of tl~ project plan. The resulting plan
was presented in ti,e Draft Environmental Statement which wos distributed
in March 1976.

l
,

i

2
