<br />I <br />.1021 <br /> <br />I <br />I <br />I <br />. <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Final PSOP Implementation Committee Report <br />Southeastern Colorado Water Activity Enterprise <br />April 19, 2001 <br /> <br />Section 2 - Re-operations Storage <br /> <br />2.1 Operational Details <br /> <br />Current project operating policies and constraints must govern re-operations so that existing <br />users of the Fry-Ark Project and the Winter Water Storage Program are not adversely <br />impacted. Current Fry-Ark Project spill priorities and Allocation Principles will be <br />maintained. Municipal entities that wish to secure re-operations storage, should first sign an <br />MOA with the District's Enterprise by the June 1,2001 deadline (see Participation Section of <br />this Report). Then, they will need to execute a contract with the Bureau of Reclamation, once <br />the authority for such contracts is established. The basic terms of re-operations storage is <br />outlined below: <br /> <br />I. Municipal entities that are eligible to utilize carryover storage in Project reservoirs for <br />their Project Water allocations, are eligible to participate in re-operations storage; <br /> <br />2. Municipal entities participating in re-operations contracts will be able to decide how <br />they wish to use the re-operations space (i.e., for Project or non-Project Water <br />storage, or both); <br /> <br />3. FV A entities may use re-operations space within the 78,000 acre-feet of space <br />available for their Project storage; <br /> <br />4. Eligible entities East of Pueblo may use re-operations space within the 37,400 acre- <br />feet of space available for their Project storage; <br /> <br />5. Eligible entities West of Pueblo may use re-operations space within the 12;400 acre- <br />feet of space available for their Project storage; <br /> <br />6. Pueblo may use re-operations space within the 31,200 acre-feet of space available for <br />its Project storage; (may include the Pueblo Board of Water Works storage contract, <br />which is similar in some, but not all respects, to a re-operations storage contract); <br /> <br />7. Demand for re-operations storage may require the District to make additional <br />distributions of storage space within the current allocations for the entities located <br />both East and West of Pueblo; and, <br /> <br />8. Re-operations contracting will not impair the ability of re-operations contractors or <br />other eligible entities from securing annual If & When storage contracts, as space is <br />available, and under the terms as established by Reclamation. <br /> <br />3 <br /> <br />99061 Final PSOP Rcpon <br />
