The <br /> <br />former can better fit charges to ability to pay and to relative <br /> <br />benefits, but it does result in unequal payments for the same com- <br /> <br />~ <br /> <br />modity. <br /> <br />Opportunity for Colonization <br /> <br />Under the Reclamation Law water deliveries to individual <br /> <br />holdings are limited to 160 acres of irrigable land. Excess lands <br /> <br />must be sold at an appraised value based on its condition before <br /> <br />the development. Under the excess holding regulation 21 owners of <br /> <br />project farms will have to reduce their holdings by a total of <br /> <br />4,250 acres of irrigable land. A number of farms of 160 acres or less <br /> <br />will probably be subdivided as well. The general opinion is that for <br /> <br />a properly operated project, farm units should be smaller than at <br /> <br />,~:;.t. <br />:,,,...,,,;- <br />,<f:.~.'; <br /> <br />present and that the number of active farmers should be doubled. Most <br /> <br />of the increase in ownership will develop locally. <br /> <br />There is little opportunity for full time farm labor in <br /> <br />the project at present. With an increase in the acreage of row orops <br /> <br />there will be a considerable increase in the labor requirament for <br /> <br />short periods. It is estimated that the number of laborers employed <br /> <br />for a six-month period will be doubled With a fully developed proj- <br /> <br />ect. <br /> <br />Necessary Development Work <br /> <br />Project lands now irrigated are in suitable shape for <br /> <br />growing all crops. Some improvement by leveling could be mde but as <br /> <br />the topography is rolling only a limited amount of leveling would be <br /> <br />30 <br />
