Extension of the <br /> <br />project to cover Florida Mesa was also considered. However the <br /> <br />Carey Act ~es intended to apply primarily to new land, and so much <br /> <br />of Florida.Mesa was then farmed, that while it needed supplemental <br /> <br />~~ter it was not attractive to the promoters of the Carey Act proj- <br /> <br />eet. <br /> <br />By 1912 the general experience in the West had demonstrated <br /> <br />that the Act was not workable and nothing came of the various efforts, <br /> <br />A very clear and complete history of this attempt and a complete sum- <br /> <br />mary of the engineering studies made during the Carey Act period can <br /> <br />be found in the report of March, 1925, by c, C. Fisher, on the Pine <br /> <br />,.,~,., <br />!i.~~.;";, <br />':":)1. <br /> <br />River project. <br /> <br />In Mr. Fisher's report on the Pine River project, irriga- <br /> <br />tion of the Florida Mesa, the east mesas, and the north slope of <br /> <br />the 'Mesa Mountains, ~~s made a part of the plan for storage on and <br /> <br />irrigation along Pine River. Three plans were proposed: <br /> <br />(1) Construction of a reservoir on Pine River near the mouth <br /> <br />of Vallecito Creek to serve all land on Pine and Florida rivers in- <br /> <br />eluding the mesas east of FlOrida River, Florida Mesa to be served <br /> <br />fram a siphon carrying water from the end of an extension of the, <br /> <br />Epperson Canal. The plan prOVided for the generation of power at <br /> <br />a drop in the Morrison Canal for pumping to 6600 acres on the north <br /> <br />slope of Mesa Mountains from the end of the gravity section of the <br /> <br />same canal. <br /> <br />5 <br />
