<br />,.~.,...";.LL--:":';'. <br /> <br />c:o <br />r" <br />.- <br /> <br />c:J <br />.-" <br /> <br />Co <br /> <br />SOurHERN NEVADA WATER AUTHORITY - TREATMENT AND TRANSMISSION FACILITY <br /> <br />THE PURPOSE AND NEED FOR THE TTF PROJECT <br /> <br />The evaluation of existing and potential future water resources and resource management <br />options for southern Nevada has revealed three critical issues that are related to water facility <br />infrastructure: (1) the Valley has become dependent on a single water treatment and delivery <br />facility (i.e., the SNWS) for 85 percent of its water supply; (2) the capacity of the existing <br />facilities which deliver Colorado River water, including those of the expanded SNWS, will be <br />insufficient to meet projected peak daily water demands by the year 1999; and (3) the existing <br />water facility infrastructure cannot provide full access to SNWA's Colorado River water <br />entitlement and the entitlement of its purveyor members under the current typical pattern of <br />seasonal water use, <br /> <br />With these considerations in mind, the SNWA conceived of the SNWA-TTF project as a <br />supplemental facility to treat and transmit Colorado River water to the Valley. The goal of the <br />planning efforts for the SNWA-TTF project is: <br /> <br />To develop a reliable and demand-responsive municipal water system that will <br />supplement the existing Southern Nevada Water System during periods of curtailed <br />production or system failures, and provide the State of Nevada full access to its <br />Colorado River water entitlement. <br /> <br />The Proposed Project will meet the goal of this Purpose and Need in the following manner: <br /> <br />. The new system will provide back-up capability to deliver water from Lake Mead to the <br />Valley during periods of SNWS system outage, repair, inspections, or upgrade. <br /> <br />. The new system will supplement the existing system and allow the combined systems <br />to meet maximum daily water demand requirements in the Valley. <br /> <br />. The new system will supplement the existing system and provide access to SNWA's <br />existing Colorado River entitlement, up to the maximum volume allowed in the existing <br />delivery contracts and within Nevada's apportionment. <br /> <br />The Proposed Project would divert the same volume of Colorado River water covered by <br />existing delivery contracts with the Federal government, including water designated for the <br />Robert B. Griffith project. This EIS does not analyze access to any other water resources. <br /> <br />The Colorado River Commission of Nevada <br />(CRC) and SNWA are currently seeking to obtain <br />additional water entitlements to increase <br />available supplies. Access to these entitlements <br />could be through the Proposed Project. <br />Additional NEPA documentation will be <br />completed as required with respect to <br />acquisition of such future entitlements. The <br />volume of these potential water sources is <br />unknown at this time. <br /> <br />The Proposed Project would divert <br />the same volume of Colorado River <br />water covered by existing delivery <br />contracts with the Federal <br />government.
