<br />~" <br /> <br />l!": <br />C." <br />W <br /> <br />... <br /> <br />SOlITHERN NEVADA WATER AlITHORITY - TREATMENT AND TRANSMISSION FACUITY <br /> <br />c <br /> <br />SUMMARY <br /> <br />The Southern Nevada Water Authority (SNWA) proposes to construct and operate a system <br />of regional water supply facilities known as the Treatment and Transmission Facility (TTF). <br />SNWA would use the TTF in conjunction with the existing Southern Nevada Water System <br />(SNWS) to treat Colorado River water and transmit it to SNWA purveyor members in the Las <br />Vegas Valley (Valley), Nevada, The SNWS consists of the Alfred Merritt Smith Water <br />Treatment Facility and water transmission components known as the Robert B. Griffith Water <br />Project. The SNWA-TTF has been developed as a reliable and demand-responsive system that <br />will supplement and function integrally with the existing SNWS. The project is entirely locally <br />financed, and does not involve any Federal funding for construction, operation or maintenance. <br />The project would follow a phasing plan, adopted by the governing board of the SNWA and <br />its individual member boards and councils, under which facilities are constructed only as <br />needed. Facilities would be sized to meet maximum daily water demands and satisfy reliability <br />needs. The Federal Actions required for this project would be the issuance of permits, rights- <br />of-way (ROWs), and modification of existing water delivery/service contracts. <br /> <br />This EIS assesses the potential environmental <br />impacts of construction, operation, and <br />maintenance of the proposed SNWA-TTF. The <br />EIS was prepared in compliance with the <br />National Environmental Policy Act (NEPA) of <br />1969 as amended and the Council on <br />Environmental Quality's (CEQ) Regulations for <br />Implementing the Procedural Provisions of NEPA <br />(40 CFR Parts 1500 through 1508). The Bureau <br />of Reclamation (Reclamation) is the Federal lead agency and SNWA is the joint lead agency. <br />The National Park Service - Lake Mead National Recreation Area (NPS), Bureau of Land <br />Management (BLM), and the U.S. Army Corps of Engineers are cooperating agencies, <br />Reclamation has oversight responsibilities for managing the NEPA process and supervised <br />preparation of this EIS with SNWA. <br /> <br />The Federal actions to be taken for <br />the Proposed Project would be the <br />issuance of permits, rights-of-way, <br />and modification of existing water <br />delivery/service contracts. <br /> <br />THE INTENDED USE OF THE ENVIRONMENTAL IMPACT STATEMENT <br /> <br />This document has the following specific purposes and uses: <br /> <br />. To comply with NEPA, <br /> <br />. To provide public notice to other potentially interested or affected parties regarding the <br />Proposed Project, <br /> <br />. To provide an administrative forum of public comment regarding any real or perceived <br />environmental impacts related to the Proposed Project, and <br /> <br />.
