The <br />completed plan will also contain implementation schedules for compliance <br /> <br />as well as recommend a monitoring and surveillance program. <br /> <br />The I'/ater qua 1 ity management plan can also form input to other comprehen- <br /> <br />sive environmental plans. In land use planning the assimilative <br /> <br />capacity of the receiving stream could possibly be a constraint on <br /> <br />growth and development of an area if alternative waste water management <br /> <br />methods were not available. Some vlater resource plans may not be <br /> <br />environmentally acceptable if stream flow is diminished too severely <br /> <br />or if they could cause an increase in salinity concentration. <br /> <br />Coordination <br /> <br />The basin plan will be developed in coop~ration with the District <br /> <br /> <br />Planning Agencies and Regional Councils of Governments. Each basin <br /> <br />plan will have one or more Planning advisory committees made up of local, <br /> <br />state, and federal representatives. The Planning advisory Committees and <br />local planning agencies can thus advise the Water Quality Control Division <br />and the consultants of other environmental plans that have been completed <br /> <br />or are under way and can be integrated into l'/a ter qua 1 ity management <br />plan. <br /> <br />In addition to coordination on the local level we are ,attempting to <br /> <br />coordinate our. planning efforts with other state and federal agencies <br /> <br />\.,hose planni n9 efforts r.lay dupl icate or overlap our efforts. He are <br /> <br />now negotiating with the Corps of Engineers on the preparation of the <br /> <br /> <br />South Platte River Basin Plan so that their wastewater section will <br /> <br />complement our plan rather th~n duplicate our efforts. <br /> <br />- 7 - <br />
