the individual facilities to maintain water quality standards. The
completed plan will also contain implementation schedules for compliance

as well as recommend a monitoring and surveillance program.

The I'/ater qua 1 ity management plan can also form input to other comprehen-

sive environmental plans. In land use planning the assimilative

capacity of the receiving stream could possibly be a constraint on

growth and development of an area if alternative waste water management

methods were not available. Some vlater resource plans may not be

environmentally acceptable if stream flow is diminished too severely

or if they could cause an increase in salinity concentration.

Coordination

The basin plan will be developed in coop~ration with the District

Planning Agencies and Regional Councils of Governments. Each basin

plan will have one or more Planning advisory committees made up of local,

state, and federal representatives. The Planning advisory Committees and
local planning agencies can thus advise the Water Quality Control Division
and the consultants of other environmental plans that have been completed

or are under way and can be integrated into l'/a ter qua 1 ity management
plan.

In addition to coordination on the local level we are ,attempting to

coordinate our. planning efforts with other state and federal agencies

\.,hose planni n9 efforts r.lay dupl icate or overlap our efforts. He are

now negotiating with the Corps of Engineers on the preparation of the

South Platte River Basin Plan so that their wastewater section will

complement our plan rather th~n duplicate our efforts.
