e

e

e

.

In order to conduct the assessment and articulate the indispensable

state/regional viewpoint, $286,000, at least is needed. This
represents $86,000 more than is currently programmed by WRC for the Missouri
River Basin Region, The additional monies if approved by WRC, will be
from the assessment contingency fund currently being held in reserve by
WRC. Most of this $86,000 is programmed for the state agency participation
and will be utilized by the states to provide intrastate as well as inter-
state coordination and inputs relative to (1) state goals, objectives and
desires; (2) the preferred state and regional preference futures, (3) the
problems, problem areas, problem issues and opportunities within the Missouri
River Basin; (4) the effects associated with selecting each alternative future;
(5) the state/regional priorities, conclusions and recommendations; and (6)
the governmental and nongovernmental roles for meeting the future needs
within the Missouri River Basin.

The assessment, as expected, has been delayed about six months. Now

the completion date is December 1977. The Specific Problem Analysis portion

of the assessment, being conducted by the regional sponsors, is scheduled
for completion as follows:
. All the activities leading toward completion of the state/
regional report will be completed by December 1976, and

1~46

. The review and comment on the national report will be completed

by ~tober 1977.
The deadline for finalizing the Memorandum of Agreement (MOA) is

February 1, 1975; however, we must have a WRS commitment on the available
funding as soon as possible so our total program can be finalized. Once
finalized, specific requests to each of the states and federal agencies
for inputs to the assessment will be made.
