'U1Ut ~ J,IIiIt 4HHef. ?

The need for a large storage and flood control structure at

or near the Narrovs site has been recognized locally for more than

50 years.

Folloving early investigations by private interests, by the

Corps of Engineers, and by the Bureau of Reclamation, the Narrovs

Dam and Reservoir was authorized as a unit of the comprehensive

Missouri River Basin Project by the flood control acts of 1946 and
1950. Preconstruction acti7ities vere initiated in 1947, and a
Definite Plan Report vas prepared by the Bureau of Reclamation in
1951. Public hearings in 1951, however, indicated considerable
opposition to the plan, principally by the residents located in

the reservoir area. As a result of the lack of official support

by the State of Colorado, all activities on the dam and reservoir

vere terminated.

During the intervening years, many discussions and meetings

of interested groups vere held, a steering committee was organized,

and the Colorado Water Conservation Board advanced funds to the

Bureau of Reclamation for the resumption of studies. The Bureau

vas specifically requested to make a hydrologic study and cost

comparison of an upstream site in Weld County. These studies

terminated in a meeting of the Colorado Water Conservation Board

23
