<br />,~ <br /> <br />Reclamation Instructions <br /> <br />Part 376 Environmental Q1ality - <br />Preservation and Enhancement <br /> <br />Series 350 General Instructions <br /> <br />376.5.l3B <br /> <br />CHAPTER 5 STATEMENT OF ENVIRONMENTAL IMPACT <br /> <br />. <br /> <br />The final environmental statement will accompany the Secretary's <br />final planning report when it is sent to the President for advice as <br />to the relationship of the proposal to his program. At that time, <br />the final environmental statement will be sent by the Assistant <br />Secretary - Program Policy to the Council on Environmental Q1aiity <br />and a notice published in the Federal Register. <br /> <br />(2) ReCOffilaissance and Definite Plan Reports. Environmental staiements <br />shall accompany significant favorable reconnaissance reports as deter- <br />mined by the Regional Director in consultation with the Office of the <br />Commissioner. Environmental statements should not accompany <br />definite plan reports if an adequate environmental statement was pre- <br />pared for a feasibility report arid the plan has not changed significantly <br />since the feasioillty report. Both reconnaissance and definite plan <br />reports will have an environrllenta1, irnpact chapter. <br /> <br />B. Small Reclamation Project Loan Applications. Processing of environ- <br />mental statements for the Smail Reclamation Project Loan Program will <br />generaily follow the procedures in Appendix C, with the foilowing modifica- <br />tions. Loan applicants will prepare an environmental impact study report <br />in consultation with appropriate Federal, state, and local agencies. The <br />draft environmental statement will be prepared by the Regional Director <br />using the study report as appropriate, and advance copies will be furnished <br />the E&R Center and the Commissioner for review and approval before <br />reproduction. <br /> <br />In Appendix C, step 4, oniy ~O copies of environmental statements for loan <br />applications should be sent to the Commissioner, attention 700. After <br />clearance by the Assistant Secretary - Program Policy, the control number <br />and date will be furnished the Regional Dire-etor for concurrent distribution <br />of the draft statement. <br /> <br />. <br /> <br />1.11e distribution and review called for in Appendix. C, ste.ps.g to 10, should <br />be modified as necessary to foliow procedures applicaole to the loan pro- <br />graln. Comments on the draft envirQnmental statement will be requested <br />by thE: '......ummi:ssioner from bure<ll.1s and offices within Interior and the <br />Executive Director, Advisory Council on Historic Preservation. The <br />regional office should contact the State Liaison Officer in the affected <br />State to determine if properties are being considered for National Register <br />nomination in its distribution for review and comment. <br /> <br />The procedures with respect to comments and the final environmental <br />statement are the same as in Appendix C. <br /> <br />. <br /> <br />376-4 - 1/12/72 <br />
