,~ Reclamation Instructions Part 376 Environmental Q1ality - Preservation and Enhancement Series 350 General Instructions 376.5.l3B CHAPTER 5 STATEMENT OF ENVIRONMENTAL IMPACT . The final environmental statement will accompany the Secretary's final planning report when it is sent to the President for advice as to the relationship of the proposal to his program. At that time, the final environmental statement will be sent by the Assistant Secretary - Program Policy to the Council on Environmental Q1aiity and a notice published in the Federal Register. (2) ReCOffilaissance and Definite Plan Reports. Environmental staiements shall accompany significant favorable reconnaissance reports as deter- mined by the Regional Director in consultation with the Office of the Commissioner. Environmental statements should not accompany definite plan reports if an adequate environmental statement was pre- pared for a feasibility report arid the plan has not changed significantly since the feasioillty report. Both reconnaissance and definite plan reports will have an environrllenta1, irnpact chapter. B. Small Reclamation Project Loan Applications. Processing of environ- mental statements for the Smail Reclamation Project Loan Program will generaily follow the procedures in Appendix C, with the foilowing modifica- tions. Loan applicants will prepare an environmental impact study report in consultation with appropriate Federal, state, and local agencies. The draft environmental statement will be prepared by the Regional Director using the study report as appropriate, and advance copies will be furnished the E&R Center and the Commissioner for review and approval before reproduction. In Appendix C, step 4, oniy ~O copies of environmental statements for loan applications should be sent to the Commissioner, attention 700. After clearance by the Assistant Secretary - Program Policy, the control number and date will be furnished the Regional Dire-etor for concurrent distribution of the draft statement. . 1.11e distribution and review called for in Appendix. C, ste.ps.g to 10, should be modified as necessary to foliow procedures applicaole to the loan pro- graln. Comments on the draft envirQnmental statement will be requested by thE: '......ummi:ssioner from bure<ll.1s and offices within Interior and the Executive Director, Advisory Council on Historic Preservation. The regional office should contact the State Liaison Officer in the affected State to determine if properties are being considered for National Register nomination in its distribution for review and comment.
