Federal Agencies Having Jurisdiction by Law or Special Expertise. The <br />Federal agencies to which statements are to be referred in accordance <br />with Appendi'C C, steps 8 and 28, include the following: <br /> <br />Department of Agriculture - Office of the Secretary <br />Department of Commerce - Deputy Assistant Secretary <br />for Environmental Affairs <br />Department of Defense - Assistant Secretary for Defense <br />Department of Health, Education and Welfare - Assistant <br />Secretary for Health and Science Affairs <br />Department of Housing and Urban Development (BUD has <br />delegated review authority to its regional offices). <br />Department of State - Special Assistant to the Secretary <br />for Environmental Affairs <br />Department of Transportation - Assistant Secretary for <br />Environment and Urban Systems <br />Atomic Energy Commission - Director, Office of <br />Environmental Affairs <br />Federal Pav.rer COlnmission - Commission' s Advisor on <br />Environmental Quality <br />En11ironmental Protection Agency (EPA has delegated r.8view <br />authority to its regional offices). <br />Office of Economic Opportunity - Director <br />Department of the Army - E:<ecutive Director of Civil Works, <br />Office of the Chief of Engineers. <br /> <br />. <br /> <br />.13 Special Requirements of Reclamation Programs. <br /> <br />A. Planning Reports. <br /> <br />(l) Feasibility Reports. The Regional Director's proposed and final <br />feasibility reports will contain a chapter on environmental aspects. <br />The chapter should be in sufficient detail that all en"ironmental <br />aspects associated with the proposal can be ad2quately described in <br />the environmental statement to be developed later. <br /> <br />/.... proposed draft environmental statement :::hall accompany the Regional <br />Director!s pro'(Josed feasibility report when it i::: transmitted for field <br />level review. The proposed draft doe::; not have to be cleared through <br />the Department before it is sent for field INel review. <br /> <br />The Regional Director's feasibility report when transmitted to the <br />Commissioner shall be accompanied by a draft environmental state- <br />ment. This draft statement will accompany the Secretary's proposed <br />planning report when the Bureau sends it, on behalf of the Secretary <br />of the Interior, for review by the States and Federal agencies. The <br />draft statement also will be sent to local agencies, conservation/ <br />environmental groups, and the public. At that time it will also be <br />sent to other bureaus and offices within Interior. Concurrently, <br />copies of the draft environmental statement will be sent to tile Coun- <br />cil on Environmental Quality by the Assistant Secretary - Program <br />Policy, and a notice of availability will be published in the Federal <br />Register. <br /> <br />. <br /> <br />376-4 - 1/12/72 <br /> <br />0225 <br />
