In addition to the procedures <br />set forth herein, existing mechanisms for obtaining the views of Departmental <br />bureaus and offices and of other Federal, State, and local agencies will be <br />utili.'~ed to the maximum ex-tent practicable in th8 preparation and .subsequent <br />review of drait environmental statements. When seek:ing assistance and com- <br />ments on such statements, the Bureau should request that the views expressed <br />should be guided by the National Policy as expressed in P. L. 91-190 " * * * to <br />use all practical means and measures, including financial, and technical assist- <br />ance in a manner calculated to f0ster and promote the general welfare, to <br />c;.~eate and maintain C:9nditions under which man and nature can exist in produc- <br />til'~~harmony and fulfill the social, economic, and other requirements of pres- <br />ent and future generations of Americans. IT <br /> <br />A. Departmental Bureaus and Offices. A number of offices and bureaus within <br />Interior may have inputs into the preparation of the draft enviromnental <br />etatement. Accordingly, working-level consultations will be initiated <br />early in the development of the proposal and during the preparation of the <br />draft environmental statement. <br /> <br />. <br /> <br />The draft environmental statement will be ci"'f"'ulated for review and '~f)rr.- <br />ments, to all Interior entities which have delegated jurisdictior: O~. s:_ ::'ciil <br />environmental expertise. Comrnents received from these burea1..:s and <br />offices will be attached to the final environmental statement. <br /> <br />The Ad\risory Coun~il on Historic Pres8rvation and the Nation3..1 Par],: <br />Sey;;ice have taken steps to implement the National Historic Preservation <br />Act of 1206 180 Stat. 915, 16 U. Other Federal Aqencies <br /> <br />(1) Tnose Federal agencies having !'jurisdiction by law or special exper- <br />tise with respect to any environmental impact invollJedl! or "which are <br />authorized to develop and enforce environmental standards IT must be <br />consulted in the preparation of environmenta.! statements. The CEQ <br />Guidelines, Section 7, set forth the agencies to be consulted and from <br />\vhom fo~mal cornments.will, where appropriate, be solicited ir. the <br />review of the draft statement.
