The annual diversion of water to the four communities served <br />by the conduit precludes its use, with the exception of return <br />flows, by others in the Arkansas River basin downstream from <br />Pueblo Dam. The water will be committed to, Municipal and <br />Industrial use and cannot be used for agriculture. <br /> <br />b. "Once construction is complete, the fuels, power, IT'anpower, Imd <br />construction materials will have been committed to project features <br />and their operations. This precludes all options for other uses. <br /> <br />c. The greater urban development that the water will support will <br />increase the area in which land use changes are effected. <br /> <br />d.
