<br />r~n1 <br />~.u~ <br /> <br />2. Roads and Other Means of Access <br /> <br />. <br /> <br />Existing roads or trails will be used as much as possible to ~ain <br />access to construction areas. Some of these roads ~y he changed <br />or new roads constructed. Changes of existing roads generally <br />include widening of the roadway, dust abatement and public safety <br />measures. Dust abatement measures could include application of <br />water, chemicals or gravel. <br /> <br />The design and construction of new roads and alterations of existing <br />roads are coordinated with Federal and local governmental agencies. <br />Roads not needed for future use are obliterated and revegetated. <br />The future availability of the roads for public use will be <br />determined in cooperation with private owners, and State and local <br />agencies for consistency with their land management and public use <br />plans. <br /> <br />E. Specific Mitigating Measures <br /> <br />Use of the south outlet works at Pueblo Dam precludes the necessity <br />of a new construction location on the Arkansas River. A diversion <br />structure and a desilting basin with the accompanying disposal of <br />gravel, sand and silt will be not required. The proposed conduit <br />starting point has previously been disrupted by the construction <br />of Pueblo Dam. New roads to the Arkansas River crossing and <br />Pumping Plant No. 1 will not be required. <br /> <br />. <br /> <br />Tbe alinement from Pumping Plant No. 1 immediately below Pueblo Dam <br />was selected to avoid Liberty Point, the small park and overlook <br />development. <br /> <br />The alinernent was selected to parallel and lie iu~ediately ~djacent <br />to existing overhead transmission lines, streets and highways through <br />a major part of its length. Thus, new corridors will not he <br />created and minimal rights-of-way will be withdrawn from orivate <br />ownership since, in most cases, easements will be shared with other <br />utilities. <br /> <br />V-6 <br /> <br />. <br />
