r~n1
~.u~

2. Roads and Other Means of Access

.

Existing roads or trails will be used as much as possible to ~ain
access to construction areas. Some of these roads ~y he changed
or new roads constructed. Changes of existing roads generally
include widening of the roadway, dust abatement and public safety
measures. Dust abatement measures could include application of
water, chemicals or gravel.

The design and construction of new roads and alterations of existing
roads are coordinated with Federal and local governmental agencies.
Roads not needed for future use are obliterated and revegetated.
The future availability of the roads for public use will be
determined in cooperation with private owners, and State and local
agencies for consistency with their land management and public use
plans.

E. Specific Mitigating Measures

Use of the south outlet works at Pueblo Dam precludes the necessity
of a new construction location on the Arkansas River. A diversion
structure and a desilting basin with the accompanying disposal of
gravel, sand and silt will be not required. The proposed conduit
starting point has previously been disrupted by the construction
of Pueblo Dam. New roads to the Arkansas River crossing and
Pumping Plant No. 1 will not be required.

.

Tbe alinement from Pumping Plant No. 1 immediately below Pueblo Dam
was selected to avoid Liberty Point, the small park and overlook
development.

The alinernent was selected to parallel and lie iu~ediately ~djacent
to existing overhead transmission lines, streets and highways through
a major part of its length. Thus, new corridors will not he
created and minimal rights-of-way will be withdrawn from orivate
ownership since, in most cases, easements will be shared with other
utilities.

V-6

.
