In relation to <br />metropolitan areas, it appears that water resource investments are <br />more likely to be made in response to needs, and that it has ~ore <br />often followed residential development, highway construction, ~nd <br />economic growth (Rivkin/Carson, 1973). <br /> <br />The city of Colorado Springs and the other Fountain Valley <br />communities possess desirable environmental attractions such as <br />climate, proximity to the mountains, lakes, open country, and <br />aesthetic qualities. Many research and electronic 'ndustries <br />have located in the area, providing desirable lobs. With <br />these inducements, it is reasonable to believe the population 0f <br />the Fountain Valley area will continue to increase. <br /> <br />. <br /> <br />It is apparent that Colorado Springs and the other fountain Valley <br />connnunities must invest in water resource development to J'Tleet the <br />needs of a growing population. Since the Secretary has cetermined <br />that it is infeasible for the Fountain Valley communities '0 <br />construct the conduit themselves, and since the only available <br />additional water source is the purchase of Fryingpan-Arkansas <br />Project water and early water rights for Arkansas River flows, <br />the immediate needs would have to be met by rationing and <br />practicing other water conservation measures. The conservation <br />of water will not meet the anticipated long-term needs for uater. <br /> <br />M. Other Impacts <br /> <br />1. Energy <br /> <br />Operation of the conduit will require the commitment of approximately <br />5S, 000, 000 kilowa tt-hQurlLannua.l-l-y-.-An-estiTlfa eea-r-;8(i0. 000 pallons <br />o~-tuel and 35,000 gallons of lubricants will he used during <br />construction with additional fuels and lubricants being "sed for <br />the operation and maintenance of the conduit during the lGO-year <br />life period. <br /> <br />2.
