Traffic will <br />be able to move uninterrupted on Interstate 25 except for occasional <br />movement of equipment. Spin-off effects of the conduit are needs <br />to acquire land for terminal storage tanks, and the construction <br />of the storage tanks resulting in the permanent change in land <br />ownership and use. These storage tanks would be developed and <br />owned by the municipalities receiving water from the conduit. <br /> <br />The land use conflicts of the proposed conduit alinement are: <br />(1) It i5 adjacent to subdivision developments (the former <br />alinement passes through residential developments); (2) it passes <br />adjacent to Liberty Point Park; (the former alinement passed <br />through Broadmoor Golf Course and Cheyenne Zoo); and (3) it <br />does not require acquisition of land for a diversion structure <br />(the former alinement required a diversion structure). <br /> <br />The proposed alinement will allow the lands to revert to their <br />original uses and will not interfere with potential subdivision <br />developments. Conflict with vehicular traffic will be minimal <br />when the conduit is jacked underneath the highways. <br /> <br />The land acquired in fee title for the proposed alinement <br />represents less than one percent of the tax structure. <br /> <br />. <br /> <br />L. Socio-Economic Characteristics <br /> <br />Construction of the Fountain Valley Conduit will be carried out by <br />independent contractors. An estimated 300 skilled, semi-skilled, <br />and laborer-type construction personnel will be used. The effect <br />of these construction workers and their families on local economies <br />and social structures will probably be largely unnoticed since the <br />localities involved can readily provide the~~_construct~on-personnel. <br />Some-of-tAe-unempl~yment may 'be relieved due to construction <br />opportunities. <br /> <br />The major construction period for the conduit of about three years is <br />relatively short-term. Short-term monetary impacts that will occur <br />in the area will amount to approximately $7,000,000; due to <br />Fryingpan-Arkansas Project expenditures for right-of-way acquisi- <br />tions, personnel, and equipment. Contractor expenditures for <br />labor will amount to about $22,000,000 over the same short-term <br />three-year-construction period. <br /> <br />. <br /> <br />IV-18 <br />
