Reuse of treated wastewater is encouraged as a

general principle.

California

The California Regional Water Quality Control Board

reissued a NPDES permit to the City of Needles on September

22, 1988.

Discharge and monitoring requirements are

consistent with Forum policies.

All new and reissued

discharge permit requirements for land discharges include a
prohibition of brine backwash from water softeners into
evapo-percolation ponds that overlie ground waters which are
in hydraulic continuity with the Colorado River System.

Industrial discharges are confined in impervious evaporation

basins. The Water Quality Control Plan for the combined East

and West Colorado River Basin, which has been adopted by the

California Regional Water Quality Control Board and the State
Water Resources Control Board, was updated in 1988.

Colorado

There are currently 311 NPDES permits in the Colorado

River Basin portion of the state, of which 159 are domestic

or municipal permits and 152 are industrial permits.
