In addition, approximately $2.0 million in ACP cost
share funds were available for a total program of about $7.0
million. USDA submitted the "1988 Report to Congress" in
April 1988, as directed by the Colorado River Salinity

Control Act. Subsequent reports to Congress are due at each
5-year interval thereafter. The following describes the
salinity control activities carried out by the USDA.

Big Sandy River Unit - USDA published the final EIS on
the Big Sandy River Unit and issued its Record of Decision

on January 27, 1988.

Funding amounting to $100,000 for FY

1988 was allocated for salinity control contracts. An
additional $155,000 was allocated for technical assistance

and monitoring in the Big Sandy area. A USDA office was

established and staffed in Farson, Wyoming, to service the
project. During the first signup period, 31 requests to
participate were received. Approximately $2.5 million in
cost share funds are needed for salinity control contracts

associated with these applicants.

The limited funds in

fiscal year 1988 allowed USDA to prepare only two CRSC

contracts.

Lower Gunnison Basin Unit - In FY 1988 funds were

allocated to begin implementation of the onfarm salinity

control program. Funds in the amount of $150,000 for cost-

share contracts, and $170,000 for technical assistance,

-16-
