<br />Annual Report For 1966 <br /> <br />The Purgatoire project at Trinidad has not progressed as fast as <br />expected. It appears that agreement has been reached on repayment and <br />on division of water, but the Planof Operation has, as yet, not been approved <br />b,)-' the Arkansas Rh'er Compact Administration. Some Kansas water users <br />contend that any plan to change or revise water storage or the Plan of <br />Operation after a test period should be approved by the same parties that <br />consented to the original plan. <br /> <br />Work on the Frying Pan Arkansas project b;r the Bureau of Reclamation <br />seems to be progressing at a very satisfactory rate. Press releases on the <br />budget for this year would indicate a step up in work on this project. Re- <br />pa,rment of the irrigation part ot this project is based on re-regulation of <br />native waters of the Arkansas as well as the importation of water from <br />Western slope. This re~regulation will at times affect some of district <br />#67 water suppl,y as well as water normally stored in the Great Plains <br />Resen"oirs. <br /> <br />We have heard rumors the Colorado Fish and Game Department have <br />planted :-;ome fish in John Martian Reservoir. There is a possibility that all <br />the \'tater might be used from the ReserllOir this season. As far as we <br />know, no water has been purchased to supply evaporation or accretion <br />replacement losses and no effort has been made to work out any plan of <br />operation. This would be essential if a pool of 10,000 a.r, were maintained. <br />\\'e have pointed out many times Utat the accretions between Las Animas <br />and the Dam outlet would be lost to irrigators if the gates on the darn had <br />to be maintained at 24 feet higher level, which would be necessary if a pool <br />were maintained. During the periOd from 1960 to 1964 inclusive accretions <br />to the river between Las Animas and the outlet a\-'eraged 16,000 ai. <br />:,:early. Irrigators below John Martin depend heavily on these accretions <br />in dr;r years. Evaporation from a 10,000 a.I. pool in a low water year has <br />been officially estimated at more than 5,000 a.f. <br /> <br />A good supply of water is assured in earls 1967. It is expected that <br />John Martin Reservoir will show less than 200,000 a.f. of water in storage <br />OIJ April 1 bs the current capacit,ytable. Sediment deposits of 1965 and UG6 <br />must be subtracted from this quantit,y. An inflow into John Martin this <br />summer equal to or less than worst ;).'ears from 1960 to 1964 would not <br />be adequate to assure a full seasons supply unless supplemented by local <br />rains and runoff in District #67. <br /> <br />A detailed report on the operation of the Amit;y s:ystem will be found <br />in the Superintendent's report together with details on the distribution <br />of water and the need for improvements. <br /> <br />The report of our Secretary shows in detail cash receipts and dis- <br />bursements as well as the budget prepared by the Board of Directors <br />for the coming year. <br /> <br />The books and accounts of the Company have been officially audited <br />and a report will be available at the annual meeting. <br /> <br />Pa;:e6 <br />
