The first newsletter outlined the <br />review procedure to be:used In processing the permit application and <br />Identified that an engineering and environmental anaylsis of considered <br />alternatives would be made. Such analysis has been accomplished. This <br />analysis has been aimed at displaying the relevant technical, economic, <br />and environmental factors and impacts associated with the structural <br />alternatives considered. Social factors and non-structural alternatives <br />were covered in past newsletters. <br /> <br />The conservation alternative, previously identified, would be an <br />adjunct to any structural alternative. <br /> <br />FUTURE COURSE <br /> <br />The next step In the process wi I I be the formulation of a decision <br />on the permit appl Icatron. In order to be considered during the <br />decision-making process, any comments pertaining to the matters raised <br />in the five newsletters which have been published must be received by <br />MRD (at the address shown in the heading) by November 16, 1978. As has <br />been indicated previously, once the Division Engineer has arrived at his <br />proposed decision based on the finding of whether the issuance of a <br />permit would or would not be in the public interest, he wi II communicate <br />the contents thereof to the Regional Administrator of EPA who has 15 days <br />in which to either agree or disagree. <br /> <br />SCOPE OF STRUCTURAL AL TER:1ATIVES STUDY <br /> <br />The purpose of this phase of the review has been essentially to <br />insure that a reasonable range of viable alternatives to the proposed <br />project in Waterton Canyon has been explored and to evaluate these <br />alternatives with reference to al I the factors that can be identified <br /> <br />t.~~I4. <br />e., ~ .
