<br />SUMMARY (Continued) <br /> <br />.?/r:; <br />-.,'" <br />-..>..~-~ <br /> <br />have an adver8e effect on seven historically significant canals; however, <br />appropriate mitigation h88 already been completed. <br /> <br />Basis for Plan Selection <br /> <br />The canal lining alternative was selected as the recommended p18n <br />becau8e (1) it i8 the only plan that pa8sed all four tests of viability; <br />(2) it i8 acceptable to the public, including local water user organiza- <br />tion8 and the State of Utah; (3) it would be compatible with the exist- <br />ing on-farm salinity control program of the Soil Conservation Service; <br />(4) it would reduce salt loading to the Color8do River by 21,000 to <br />30,000 tons annually at an average cost effectiveness of $88 per ton of <br />salt removed; and (5) it would have no net 8ignific8nt adver8e environ- <br />mental impact on the area. <br /> <br />Cost-Effectivene8s Comparison with Other <br />Salinity Control Unit8 <br /> <br />Cost effectiveness i8 being u8ed by Reclamation to determine which <br />salinity control unit8 or component8 of units have the greate8t poten- <br />tial for reducing salinity concentration for the lea8t money 8pent. An <br />array of the cost effectiveness rates and salinity concentration reduc- <br />tion levels at Imperial Dam provides a basis for comparing the effects <br />of the various units or their components. Units that have been com- <br />pleted or are nearing completion are used as a base for comparing with <br />unit8 under study. Only unit8 8tudied at feasibility level are included <br />in the compari80n. The following table compares the Uinta Basin Unit <br />with two completed unit8--the Grand Valley Unit, Stage One Development, <br />and the Meeker Dome Unit--and two authorized unit8--the Lower Gunnison <br />Ba8in Unit and the Grand Valley Unit, Stage Two Development. <br /> <br />OUC4.8 <br /> <br />8-13 <br />
