<br />(0 <br />~..o <br />...... <br />~ <br /> <br />COSTS <br /> <br />1...,1 <br />,~ In February of eaoh year the Commission shall adopt a budget <br />for the ensuing fisoal year beginning July first. <br /> <br />Suoh budget shall set forth the total cost of maintenance and <br />operating of gagingetations, of evaporation stations, the cost of <br />engineering and olerioal aid, and all other neoessary expenses <br />exc~ptinF, the salRries and personal expenses of the Rio Grande <br />Compact Commissioners. <br /> <br />Contributions made directly by the United States and the cost <br />of servioes rendered by the United States without cost shall be <br />deducted from the total budget amount; the remainder shall then be <br />allocated equally to Colorado, New Mexioo and Texas. <br /> <br />Expenditures made direotly by any State for purposes set forth <br />in the-budget shall be credited to that State; contributions in oash <br />or in services by any State under a oooperative agreement with any <br />Federal agency shall be credited to such state, but the amount of <br />the Federal contribution shall not so be credited; in event any <br />State, through contractual relationships, oauses work to be done in <br />the interest of the Commission, such State shall be credited with <br />the cost thereof, unless suoh cost is borne by the United States. <br /> <br />The secrstary shall present to each partioipating state through <br />the Commissioner of such State, a certified statement of one-third <br />of the oost of his salary, traveling expenst, the expense incident to <br />the maintenmoe of the offices of the Commission. end such Commissioner <br />shell arrange for the prompt payment thereOf by the appropriate agency' <br />of his state. <br /> <br />The Commissioner of each state shall report at the annual meeting <br />each year the amount of money expended during the yeer by the state <br />which he represents, as well as the portion thereof contributed by all <br />cooperating federal agencies, and the Commiseion shall arrange for such <br />proper reimbursement in cash or oredits between ststes as mar be neoes- <br />sary to equalize the contributions mads by each state in the equipment, <br />maintenanoe and operation of all gagi~ statione suthori.ed by the Com- <br />mission and established under the terms of the Compact. <br /> <br />It shall be the duty of each COlIIIl\issioner to endeavor to seoure <br />from the Legislsture of his state sn appropriation of sufficient funds <br />with which to meet the obligations of his state. as provided ~ the <br />Compaot. <br /> <br />MEETDlG OF COJ04ISSION <br /> <br />The COlIIIl\ission shall meet in February of each year for the con- <br />sideration and sdoption of the annual report for the calendar year pre- <br />oeding, and for the transaction or any other business consistent with <br />its authority. The annual meeting in 1940 shall be held at Monte Vista, <br />ColoradO, and thereafter rotate alphabetically aocording to the statee, <br />the place in each state to be designated by the Commissioner from that <br />state. Other meetings as may be deemed neoessary shall be held at sny <br />time and place set by mutual agreement, for the cm sideration of data <br />collected and for the transaotion of any business consistent with its <br />authority. <br /> <br />No action of the Commiesion shall be effective until approved by <br />the COlIIIl\1ssioner from each of the three signatory states. <br />
