<br />9 <br /> <br />!3ecauseof the importance of the San Lui s Valley to waterfowl, the <br />Bureau of Sport Fisheries and W.lldlife has determined that .there <br />should be another national wildlife refuge.in the valley In addi- <br />tion to the Mlshak lakes National Wildlife Refuge. Another refuge <br />would enhance duck and goose production in the valley as well as <br />Improve the distribution of waterfowl In the Central Flyway. Addl- <br />tionalbeneflts from uplc!Od-game and waterfowl hunting could be <br />expected after refuge development. An area of about 8,900 acres, <br />5 to 10 mlles southeast of Alamosa, shown on Plate:nI, appears <br />to be suitable for a refuge. <br /> <br />About 14,000 acre-feet of water, of which 5,300 acre-feet would <br />be in addition to the current water needs, will be required to <br />operate about 1,000 acres of ponds, 1,500 acres of marsh, and <br />3,300 acres of. irrigated hay meadow. The rights for the supple- <br />mental water supply should be acquired from water to be salvaged <br />by the proj ect. <br /> <br />In view of the foregoing discussion, It Is recommended: <br /> <br />(1) .That conservation and development of fish and wi ld- <br />life be made a project purpose. <br /> <br />(2) That as project plans develop the Bureau of ~eclama- <br />tlon In cooperation with the Colorado Department of <br />Game and Fish Investigate the feasibility of placing <br />gravel and rubble In the main channel aJld laterals <br />for purposes of Improving fish habitat, <br /> <br />(3) That concrete stop-log dams with at least a one-foot <br />vertlcledrop be placed In the main channel as often <br />as the gradient of the channel will permit, <br /> <br />(4) Thatthe main water-salvage channel and right-of-way <br />be acquired In fee simple and be open to free public <br />access for the purpose of hunting and fishing except <br />within the proposed Alamosa national wi ldlife refuge <br />area, and .where such access would endanger human life <br />or hamper the efficient operation of the project, <br /> <br />(5) That project plans consider provision of a water <br />supply for trout hatching and rearing. r '" .~;; .~~ <br />..)..... ~v ~ ...J <br /> <br />(6) That project reauthorization Include two national <br />wildlife refuges located as shown on Plates nand m, <br /> <br />(7) That approximately 8.000 acres of land, as delineated <br />on Plate II, be purchased at an estimated cost of <br />$100,000 and Initial developments to be made at an <br />estimated cost of $314,000, as an Integral part of <br />
