<br />January 18-21, 1919, a conference between the repre sentati ves of
<br />the seven Colorado River States. to wit, Arizona, California, Colorado,
<br />Nevada, New Hexioo, Utah, and Wyoming. was oalled by the governor of Utah
<br />for the purpose of discussing questions relating to the utilization of
<br />the water supplies of the Colorado HiveI' and its tributaries, and espeoial-
<br />1y in connection with a law then prop' sed by Secretary Lane relating to
<br />soldiers' and sailors' settlement.

<br />Hon. H. J. Spry, ex-governor of utah, present Conunissioner of tha
<br />General Land Office, presided over the meeting and was made permanent
<br />chairman of a continuing organization.

<br />Tha moeting of the seven States resolved itself into a permanent organi-
<br />zation to be l:nown as "The League of the Southwest,"
