<br />1l~J2J7 <br /> <br />-26- <br /> <br />, <br /> <br />pectinI' t he futu~e utilization and disposition of the wate~s of the Co10- <br />~ado rlive~, and of the str-.<UIls tributf~y the~eto, by compe,ct between the <br />States of A~izona, California, Co10~ado, Nevada, New ~!e rico, Utah and <br />hymni ng. <br /> <br />-. <br /> <br />The object is to dete~mine the respective ri;;hto of the States to <br />the use and disposition of the wate~s of the great ~iver p~io~ to any fur- <br />ther large const~uction or extensive utilization of these waters, in o~der <br />that the rights of the States and the Government may be settled and deter- <br />mined in advance of construction and before interstate o~ other contro- <br />versies may arise. <br /> <br />The pendi~ bill was int~oduced pu~suant to ~eso1ution adopted and <br />signed by the gwernors of the seven States above named at Denver, Colo- <br />rado, :Iay 10. 1921, whe~e it is recited tl.at each of the seven Str-tes, <br />whose territory includes in part the drainage of the Colorado Rive~, has <br />already provided fo~ adjustment respecting the future utilization and <br />disposition cf the waters of the st~eam and has appointed its canmissioner <br />to serve "Ii th commissioners from other interested States and with a com- <br />missioner to be appointed for the United States for this gelle~a1 purpose. <br /> <br />The resolution reads as fol1~lsl <br /> <br />"WHERE/.S, the States of Arizona, California, Colorado, <br />Nevada, New Nexico, Utah, and vlyoming have by appropriate <br />legislation authorized the governors of said States to ap- <br />point commissioners representing said States for the pu~pose <br />of entering into a oompact or ag~eement between said States <br />and between said States and the United States ~especting the <br />future utilization and dispositi on of the waters of the Colo- <br />rado River and the streams tributary theretol and <br /> <br />"\-iJU;R3AS. the governors of said several States have named <br />and appointed the commissioners c ontempleted by the legislative <br />acts aforesaid. Now, therefore, be it <br /> <br />. <br /> <br />"RESOLVED, That the Congress of the United Stctes be, and it <br />is hereby, requested to provide for the appointment of com- <br />missioners on behalf of the United States to act as members of <br />said commissi on; and be it further <br /> <br />, <br />, <br /> <br />"R3S0LVED, That the proposed draft of a bill for presenta- <br />tion to Congress, a copy of which is hereto attached be offered <br />as a suggestion for legislation for the purposes aforesaid; and <br />be it further <br /> <br />"RESOLVED, That Governor Thomas E.
