orn5C1S

Mr. Wayne MacRos tie introduced the guest speaker, Mr. Milton Fullmer,
Deputy Director of the Federal Housing Administration Insurance Office
in Salt Lake City, who reviewed the Flood Disaster Protection Act
(P.L. 99-234) and regulations on flood hazard insurance.

Semiannual activity reports of the member agencies (July 1 through
December 31, 1974) were highlighted and some additional inputs were made.

A status-progress report was presented by each regional study director
on the National Assessment.

~

Each Subcommittee Chairman reported activities since the last PSIAC
meeting. The Water Management Subcommittee is reviewing the status of
the river mile indexes. The Vegetation Subcommittee devoted most of
its meeting to stripmining with a four-member panel and moderator.
It was recommended that the parent Committee consider such a presenta-
tion by the same panel at a future meeting. The Environmental and
Recreation Subcommittee will meet with the Pacific Northwest Committee
in Eugene, Oregon, early in June regarding a draft report on policies
and procedures in recreation planning, and Mr. James Sears will report
to the parent committee at the Albuquerque meeting.

The Executive Subcommittee reported that, pursuant to bylaws, the semi-
annual agency reports should be due 15 days before the December and
June meetings rather than on the schedule presented earlier.

The Executive Subcommittee will endeavor to present a final report at
the June meeting on the study of the program needs in the Colorado River
Basin.

There was discussion regarding the FY 1976 chairmanship. This would
be determined at the Executive Subcommittee meeting to be held previous
to their Albuquerque meeting. It was agreed that when a State is
chairman, the Executive Subcommittee chairman should be a Federal
representative, and vice versa.

PSIAC established procedures regarding distribution of PSIAC publications
to members and repositories; also that a list of old reports be printed
in new reports along with repositories.

The PSIAC Chairman was directed to send a letter to the U.S. Water Resources
Council indicating the Committee's support of the Sisk Bill regarding
remote sensing of hydrologic data in wilderness areas. Each member was
urged to support the measure as it is able.

The meeting of the Consortium of Water Institutes and Centers (CWIC)
representatives with the PSIAC advisory committee reviewed progress on
the major research project entitled "Salinity Management Options for
the Colorado River."

The FY 1976 program was reviewed. It was felt that the 1976 program
would be an extension of that initiated in 1975, but conclusions and
recommendations would be available at the June meeting.

9
