"'0 <br />1J06 <br /> <br />. <br /> <br />ANNUAL OPERATING PLAN <br />FRYINGPAN-ARKl\NSAS PROJECI', cx)LORADO <br />WATER YEAR 1981 ClPERATICNS <br />WATER YEAR 1982 CUI'UXJK <br /> <br />1. <br /> <br />GENERAL <br /> <br />This is the thirteenth Annual Operating Plan for the Fryingpan-Arkansas <br />Project. The project is essentially CC!l1plete and consists of federally <br />owned dams, reservoirs, conduits, tunnels, purrq;:>ing plants, a pumped- <br />storage powerplant, electric transmission lines, substations, and other <br />facilities. As indicated on the enclosed project map, these features <br />are located in the Fryingpan River and Hunter Creek drainage areas of <br />the Colorado River Basin and in the Arkansas River Basin, central and <br />southeastern Colorado. <br /> <br />These extensive MJrks will provide orderly and beneficial use of water <br />for irrigation, hydroelectric ~ generation, municipal and industrial <br />uses, flood control, and other incidental benefits, such as fish and <br />wildlife preservation and recreation. <br /> <br />. <br /> <br />This report provides a basis for increased <XlOperation and understanding <br />arrong all concerned with the <XlOrdinated operation of the project. Tre <br />report has 1:1\0 main parts. The first part reports the results of actual <br />operations in water year 1981 (()etober 1, 1980 to September 30, 1981). <br />The second part presents operating plans for water year 1982 (October 1, <br />1981 to September 30, 1982). <br /> <br />The nost probable condition of water supply was used in establishing the <br />general plan for future operations. This condition of water supply was <br />derived by statistical analysis of historical water supply data. After <br />review of the nonthly SI'PW surveys prepared by the Soil Conservation <br />Service, the plan may be revised based on the projected water supply. <br /> <br />The Fryingpan-Arkansas Project was auth::>rized under Public Law 87-590, <br />87th Congress, H.R. 2206, on August 16, 1962. This law provides that <br />the project will be operated under the Operating Principles adopted by <br />the State of Colorado April 30, 1959, as arrended December 3D, 1959, and <br />Decanter 9, 196D. These (flerating Principles w=re publiShed by the 87th <br />Congress, 1st Session, as House Document 130. A copy of these Operating <br />Principles is included as Appendix A to this report. <br /> <br />II. PROJECI' FEATURES IN ClPERATICN OORING WATER YEAR 1981 <br /> <br />In water year 1981, project features in operation w=re Ruedi Dam and <br />Reservoir; Sugar IDaf Dam and TurqtDise rake; Pueblo Dam and Reservoir; <br />and Charles H. Boustead, Hunter, Carter, ~:rnon, South Fork, Chapnan, <br />Nast, and cunningham Tunnels. Granite Creek diversion was put into <br />operation in 1981 and, along with all the other diversions, was operated <br /> <br />. <br />
