13fd

.

B.

Ruah Reservoir

Ruedi Reservoir will be operated in water year 1982 to best control
spring runoff, recreational interests, and requirements for downstream
fishery. This is an interim plan until a long tenn market is developed
for that water. Short tenn sales may be made on a year-to-year basis as
the need develops.

1. Inflow

Under rrost probable ronditions, the annual inflow will be 102,600 acre-
feet.

2. Minimum Release

The fish~ bypass requirements, as described in the ClJerating Principles,
are 39 ft /s fran November through April and 110 ft3/s from May through
O::tober or inflow, whichever is less.

3. Reservoir ~ations

.

The planned release f= Ruedi Reservoir for October through April is
approximately 150 ft3/s which v.ould draw the reservoir Cbwn to an eleva-
tion of 7706.0 feet by April 30, 1982. lbwever, based upon the type of
runoff season indicated by nonthly snowpack data, the outflow fran the
reservoir and the target elevation will be adjusted. To provide maximum
flood protection below the dam, the reservoir will be drawn down by
March 31, 19B2, to where refilling v.oul.d be assured during the spring
runoff. Estimates of prObable inflow will be made following the February
1, March 1, April 1, and May 1 SOCM forecasts; the draw:'lown will be
adjusted accordingly.

West Slope recreation interests requested that the reservoir water level
not be drawn down below elevation 7706.0 feet (53,000 acre-feet), which
is 2.0 feet above the !:ottan of the Forest Service !:oat rarrp. This
request will be hooored until long tenn rontracts are developed for sale
of storage water. The operating plan used will assure the reservoir
will be filled by the first of July, thus providing the best recreational
benefits during the SlI111l1Er nonths.

After July 1, the operating plans call for maintaining the reservoir at
elevation 7764.0 feet (2.0 feet below the spillway crest) until August
1. Then, only inflow and srott tenn rontracted deliveries will be
passed during the nonth of August. The Colorado Division of Wildlife
has requested that the outflow be maintained at 100 ft3/s during September
to make the best of downstream fishery. These flows will be maintained
under normal ronditions. If ronditions warrant, the outflow during
these nonths may be adjusted to ronserve water.

.

If water is sold to entities downstream, the outflow fran the reservoir
will be adjusted to the situation at the time of delivery and will be
included in the overall operation.

17
