MtH32

AB Lateral Hydropower Information

June 29, 1993
Page 2

3. WatCl'Rights. Two direct-flow water rights have been
conditionally decreed to the Gunnison Tunnel for power
generation purposes. In scenarios which include the ABHydro
facility, diversions through the Gunnison Tunnel for agricultural
use by the four UVP canals on the mainstem of the Uncompahgre
River below the ABHydro facility will be routed preferentially
through the powerplant. If such flows of agricultural water do
not "satisfy" the capacity of the powerplant and if there is
additional capacity available in the Gunnison Tunnel, then the
agricultural diversions computed during the water rights step will
be saved and a second solution will be computed with the direct-
flow power decrees activated. Diversions under the power rights
will be driven solely by the unmet power "demand" (capacity) at
the ABHydro facility. Thus the Gunnison Tunnel's separate
direct-flow water rights for power purposes may affect the
allocation of water among relatively junior rights throughout the
basin. But the amount of the "demand" which these direct-flow
water rights may satisfy is limited to the remaining capacity of
the ABHydro facility, after the incidental use of agricultural
water for power generation has been fully accounted for.

a.

User Interface. Users will be able to
modify the amounts, but not the priorities
of the two power rights. (eMB: Should
users be able to add a third power decree,
in the same spirit as the extra right at
existing reservoirs and individually
modeled demands?)

. r,
\01 A k-'" ,.

>.

4. Network Representation and Solution Step Iteration. The demand-
driven diversions under the Tunnel's direct-flow power rights will
become "free" water in the Uncompahgre River, available for
simultaneous reallocation to other water rights. An iteration loop
within the water rights step stabilizes the effect of this trans-basin
diversion.

~;\

G:\~~OJ~CTS" 19\O(J;>,,"";~~C~' "'O"P,"\INfO..~.q mK C q'u,~; ".'""
