Blue Mesa and All User-Specified <br />Powerplants. The head will be computed <br />monthly as a function of the average <br />contents of the reservoir associated with <br />each powerplant. For each reservoir at <br />which power generation is to be modeled, <br />an interpolation table of the Power Head <br />vs. Storage Volume relation will have to <br />be specified by the user. <br /> <br />Network Representation and Policy Assumptions. All <br />powerplants which can be represented with the model, except AB <br />Lateral, will be "on-channel," meaning that they will have access <br />to whatever flows occur at that point on the river. It is assumed <br />that all flows which can be used for power generation, up to the <br />hydraulic capacity of the powerplant, will be so used. However, <br />the presence, absence or capacity of a powerplant will not, in <br />itself, have any effect upon the allocation of water, aside from <br />preferentially routing the flow at that point through the link <br />representing the powerplant. Thus, powerplants are not <br />represented as having independent direct-flow water rights. A <br />simple parallel-links representation is used, where an "excess- <br />flow" link has a rank of zero, and the powerplant link has a rank <br />of one. In the case of Morrow Point and Crystal, the excess <br />links have infinite capacity, representing the spillways which are <br />not explicitly modeled. In the case of Blue Mesa and all other <br />powerplants (except AB Lateral), the excess link has the capacity <br />of the reservoir's service outlet.
