9-01. Responsibilities and OrRanization.

a. Corps of Engineers. Pueblo Dam and Reservoir is
owned and operated by the Bureau of Reclamation. The Albuquerque
District, Corps of Engineers, is responsible for monitoring flood
control operation when in the flood control pool through the
Project Manager, Fryingpan-Arkansss Project. A chart, "Organization
for Flood Control Regulation," is shown on Plate 9-1. Project
flood control opersting instructions are presented in Chapter VII
of this manual.

(1) Responsibilities and Duties During Non-Flood Periods.
Operate in accordance with the Operating Principles.

(2) Responsibilities and Duties DurinR Flood Periods.
The Flood Plain Management and Hydraulics Branch, Albuquerque Dis-

(a) Evaluation of current hydrologic and meteorologic

data.

(b) Presentation of storm and flood analysis to the
District Engineer and others.

"Office of the Chief of Engineers by telephone.

(e) Upon request assist Project Manager with flood con-
trol operations in the conservation pool.

(3) Provision for 24-Hour Alert. The National Weather
Service and project personnel are provided with a list of names
and telephone numbers of key personnel of the Albuquerque District
with instructions to provide warning in the event of unusual conditions
at any time. Responsible personnel shsll be on duty or on call at
all times during flood emergencies.
