However, these other studies are completed

resulting in the Management Alternatives Work Group (Work Group)

recognizing a need for specific funding and staff to continue the

Joint study.

Such a commitment is required to develop a comprehensive

management plan for the Platte River, which will assure the

continued existence of the endangered species while allowing

water development to proceed in the Platte River Basin.

To meet the requirements of the Joint study, addressing habitat

need and goals, determine water and land use requirements,

identifying the availability of resources to meet the needs, and

working out conflicts with state water rights, contracts,

compacts, and decrees, a specific funding program and a staff

dedicated to the study would be required for fiscal years 1992
and 1993. Such funding should be provided in the U.S. Fish and
Wildlife service budget in the amount of $350,000 for FY 92 and

$400,000 for FY 93. The Service would transfer half the funds

provided under this appropriation to the Bureau of Reclamation as
a study partner. These funds would enable both agencies in
cooperation with other interested entities to complete the

Habitat Management Plan to implementation.
